The most effectual installation I ever saw is when the parents had the cable modem in their bedroom. When they went to bed, they tuned off the cable modem, it shuts off the internet in the whole house, but networked printers will still work.

i have a netgear wgr614 v.5 and it has the option to block acess at certain times

Most wireless router (linksys, Netgear, D-link) will have parental joystick that can block internet usage. The Netgear will allow you to complex usage time per the PC’s MAC address.
